Finding it may well be one of the last things you do in the game; this is because you can only start this mission once you’ve finished the main story and have entered the epilogue. Not only this, but you need to have explored, or at least be willing to explore, the vast majority of the New Austin section of the map. This is the area to the south-west of Blackwater, and is literally locked off until you’ve finished Chapter 6.
